Guam Board of Barbering and Cosmetology

The Guam Board of Barbering and Cosmetology (GBBC) is responsible for the licensing and testing of cosmetology personnel to the National-Interstate Counsil (NIC) of State Boards of Cosmetology standards, as well as the licensing and regulation of cosmetology related salons/facilities per the Guam Barbering and Cosmetology Act.

Location and Hours of Operation:
The Health Professional Office is located at 194 Hernan Cortez Ave, Terlaje Professional Building Suite 213, Hagatna, Guam.

Counter Service Hours are as follows:
Monday through Friday
8:00 a.m. - 11:00 a.m.
1:00 p.m. - 4:00 p.m.
*Closed on weekends and holidays

Cosmetological Professions:
GBBC administers testing and issues licenses for the following professions:

  • Barber / Barber I (No Chemical)
  • Barber Styling
  • Cosmetologist
  • Electrologist
  • Esthetician
  • Instructor
  • Nail Technician

Regular Scheduled Board Meetings:
Regular scheduled board meetings are held every first (1st) Monday of every month at 9:00 a.m. at the Health Professional Licensing Office Conference Room located at 194 Hernan Cortez Ave, Terlaje Professional Building Suite 209, Hagatna, Guam.

If you would like to file a complaint against a licensee, please download and fully complete the HPLO Complaint Form below. You may submit your original signed Complaint Form to the Health Professional Licensing Office.

License Renewals:
Individual licenses are renewable bi-annually on the month and day of the individuals birth date. Licensees may submit renewal applications no more than one month before expiration.

Effective September 1, 2018: Processing for renewal licenses will be done on Friday of every week. Licenses will be ready for pick up Monday through Thursday of the following week.

Refresher Course Requirements for Apprentices:
Pursuant to 10 GCA, Chapter 18, §18131 Apprentice Licenses, please be advised of the following conditions and requirements:

“Upon submitting the required documents for application for examination, an applicant shall be entitled to take the examination and receive an apprentice license.
(a)   An applicant who fails an examination shall be required to retake the entire phase of the examination failed.
(b)   Failing applicants shall reapply for an apprentice license and pay the appropriate fee before being permitted to retake the examination.
 (c)   Any applicant who does not retake and pass each phase within one (1) year of failing the exam shall forfeit their apprentice license and be required to retake the entire exam.
(d)   Any applicant having failed the test a second time shall be required to enroll in refresher courses relative to the practice of cosmetology, or barber, or barber-stylist, or manicurist, esthetician, electrologist or cosmetology instructor, and no apprentice license shall be reissued. The required hours of refresher courses shall be no less than thirty (30) days of actual training days of instructions.”

Renewals or extensions on Apprentice licenses, as well as applications to retake examination(s) will not be approved until required refresher course has been completed and submitted to the Board office.

You must complete a refresher course equivalent to ten percent (10%) of the required school training program hours and submit certification/proof of completion to the Board. The required refresher course hours are as follows:

  • Cosmetologist – 160 Hours (10% of 1,600 hours)
  • Baber/Barber Stylist – 160 Hours (10% of 1,600 hours)
  • Manicurist – 40 Hours (10% of 400 hours)
  • Esthetician – 60 Hours (10% of 600 hours)

Once you have submitted proof of completion for required refresher course, you may submit an Application for Examination and an Application for Apprentice Licensure for the Board to review.

Nail Technology Required Hours:
In accordance with P.L. 34-47, signed on October 13, 2017, Nail Technicians are required to complete a certified manicure program of at least  four hundred (400) hours extending over a school year of not less than four (4) months in nail care from a school approved by the Board.
